5th Rosefield Conference on Circular Economy in Used Oil Highlights the Roadmap for Operationalising EPR
Industry, regulators and OEMs map the collection, traceability, technology and collaboration needed to operationalise India's used-oil EPR framework.
The 5th Rosefield Conference on Circular Economy in Used Oil, organized by Rosefield Energy Tech, brought together 218 delegates from lubricant manufacturers, oil marketing companies, OEMs, re-refiners, technology providers, policymakers, regulators and industry associations at The LaLiT, New Delhi. Held under the theme “Operationalising EPR: Building the RRBO Ecosystem,” the conference focused on translating India’s Extended Producer Responsibility (EPR) framework into practical implementation while strengthening the country’s circular economy for used oil. Setting the context, Mr.
Shailendra Gokhale, Founder & Director, Rosefield Energy Tech, reflected on the industry’s evolution from creating awareness to driving implementation, emphasizing the importance of collaboration in building a structured RRBO ecosystem. Delivering the Chief Guest Address, Dr. S.S.V.
Ramakumar, CTO & EVP, AM GREEN–GREENKO, highlighted the strategic role of re-refined base oils (RRBO) in reducing India’s dependence on imported hydrocarbons and called for greater OEM participation, technology upgradation and policy support. Dr. Virinder Sharma, Member Technical, Commission for Air Quality Management (CAQM), in his Keynote Address, underlined the importance of used oil re-refining in improving air quality by discouraging the burning of used oil and promoting organized recycling.
The session on “Critical Role of OEMs & Industry in Circular Economy – Key Insights” featured Mr. Sethuramalingam T., General Manager – Power System Engineering, Engineering Research Center, Tata Motors Ltd., and Mr. Senthil Kumar, DGM – Engine Development, Ashok Leyland, who shared OEM perspectives on validating RRBO-based lubricants and emphasized the need for consistent quality and advancement towards Group II and Group III re-refined base oils.
In “Best Practices in Used Oil Circular Economy,” Mr. Timothy Langlais, Chief Strategy Officer, PURAGLOBE, shared global experiences on organized collection systems, traceability and advanced re-refining technologies that have enabled successful circular economy models in Europe. The panel discussion “CE Challenges – Quality, Consistency, Cost of Upgrade, Finance,” moderated by Mr.
Akhileshwar Jha, Vice President – Technical, Valvoline Cummins Pvt. Ltd., featured Mr. Abhijit Sarkar, HPCL Mazgaon Lube Blending Plant; Mr.
Syed Ashfaq Ahmed, KarRecycle Centre LLP and PRAI; and Mr. Sanjeev Kale, Thermopac Process Engineering LLP, who examined challenges related to feedstock quality, technology upgrades, financing and commercial viability. This was followed by “Industry Coalition for Circular Economy – A Way Forward,” moderated by Mr.
Kailash Sawant, Director – Sales, Lubrizol Corporation, with Mr. Shailendra Gokhale and Dr. Kalpendra Rajurkar, Head – Technology & Services, Veedol Corporation Limited, discussing the importance of collaboration, digital traceability and collective industry action to accelerate EPR implementation.
The conference concluded with the CEO Roundtable, “Building the Last Mile: Bridging Policy, Industry & Market,” lead by Mr. Gautam Mehra, Chairman & Managing Director, Savita Oil Technologies, featuring Mr. Sarvesh Kumar (Indian Oil Corporation Limited), Mr.
S. Kannan (Bharat Petroleum Corporation Limited), Dr. Alois Virag (PURAGLOBE Holding GmbH), Mr.
Anand Jha (Tata Motors Limited), Mr. Philip Mathew (Petroleum Re-Refiners’ Association of India) and Mr. Krishan Kumar Handa (Hindustan Petroleum Corporation Limited).
The discussion emphasized strengthening collection systems, digital traceability, OEM participation and stakeholder collaboration to build a sustainable and commercially viable RRBO ecosystem, reinforcing the conference’s message that India’s circular economy journey has now entered the crucial phase of implementation.
